The booklet contains 178 numbered pages of accident-prevention rules relating to telephone and telegraph operations, including linemen’s tools, climbing equipment, ladders, vehicles, pole testing, aerial and underground cable work, central-office equipment, shops, fire prevention, and proper work clothing. Numerous instructional drawings and diagrams are printed throughout.

The front displays the Bell System emblem and company names for The Pacific Telephone & Telegraph Co. and American Telephone & Telegraph Co. The interior company letter is dated San Francisco, January 1, 1929, and the foreword identifies this edition as the 1929 revision of the original 1922 code. “Wesley D. Monroe” is handwritten on the front cover.
